The plate cylinder 30 is provided with a copper plating layer 36 on the periphery (surface) of the plate cylinder main body 32 made of a steel plate via a nickel plating layer 34 being a substrate. The copper plating layer 36 being the image line forming layer is subjected to a precision mechanical machining or chemical machining to produce many fine dots which form the image lines. A DLC layer 40 formed by a CVD method is provided on the copper plating layer 36 via an intermediate layer 38 composed of nickel or the like.
