Before forming a compound-curved surface of an arbitrary shape by performing the shot-peening on the plate-like work 63t, the pre-working such as the work of forming a pocket 73 by the mechanical milling of the plate-like work 63t, the work of forming access holes to fit access panels 64, 65 and 66, and the work of trimming the outline of the plate-like work 63t is performed in advance. The pre-working can be performed when the plate-like work 63t is in a flat state without any curvature, the working is facilitated, the working accuracy is improved, and the working cost is reduced, and in addition, accuracy degradation of the palate-like work 63t by the post-working can be minimized by reducing the post-working which is performed after forming the plate-like work 63t.
