To provide polarization scrambling device capable of scrambling even for an input light which is in any kinds of polarized states.
A first and a second polarization dependent phase modulators 1, 7 are optically connected in series so that respective axes 3, 9 are relatively inclined by 45° and the first modulator 1 is driven by an electric signal to be generated in a first driving signal source 2 and the second modulator 7 is driven by an electric signal to be generated in a second driving signal source 8. Then. the polarized component in polarized components of the input light which is not in the axial direction of the first modulator 1 is scrambled and the polarization degree remained in the axial direction of the first modulator 1 is scrambled in the second modulator 7.
