PROBLEM TO BE SOLVED: To provide a polarization control device that can uniform the thickness of an adhesion layer when making a wave plate adhere thereto and can precisely control polarization and beam quality.SOLUTION: A filling material 200 is applied to an end surface of a flat optical circuit 100 with a plurality of optical waveguides 102 formed therein, and a wavelength plate 104 and a glass plate 300 are arranged. The wavelength plate has a phase imparting part for imparting a desired phase difference to desired waveguides among the plurality of optical waveguides, and a non-phase imparting part (air part) with an open end in a cross section shape perpendicular to a travelling direction of lights. The phase imparting part and the non-phase imparting part are communicated with each other through the open end. Pressing from a surface of the glass plate toward the end surface can also fill the filling material uniformly into the non-phase imparting part between the end surface of the flat optical circuit and the glass plate.SELECTED DRAWING: Figure 5
