A flange 21 is formed for the shaft 21 of the polishing tool 17 in a specified place upward from the tip end 21b of the aforesaid tool along the outer circumferential direction. A rubber pad 22 is mounted to the tip end part 21b of the shaft 21. The tip end face of the shaft 21 is brought into a condition that it is separated from the bottom face 22a of the rubber pad 22 when the rubber pad 22 is mounted thereon, and a hollow part 25 is thereby formed, which is enclosed by the tip end face 21c of the shaft 21, the bottom face 22a of the rubber pad 22 and an inner circumferential surface.
