A pressure oil supply unit 1 generates pressure oil, and supplies this to a cutter head 3 through a pressure oil transfer hose 2. The pressure oil transfer hose 2 is formed of a flexibly bendable oil pressure hose. The cutter head 3 is formed by combining a cutting block with a hydraulic cylinder 7 having the size in a degree of being lightly gripped by hand. While manually operating the cutter head 3 introduced from the pressure oil supply unit 1 in a condition of being carried on one's back so as to be handled on the front side of an operator by the pressure oil transfer hose 2, cutting work of a reinforcement R in a bar arrangement structure is performed.
