After purchase of the cellular phone 7, a user connects the cellular phone 7 to an electronic money server 2 to install a value processing program to the IC chip. The electronic money server 2 operates in cooperation with the cellular phone 7 operate to perform the integrating processing of value processing function. At the time of this integrating processing, the cellular phone 7 receives secret information necessary for ensuring security and integrates it into the IC chip.
