To provide a portable terminal with a camera for ensuring a transmission speed while appropriately adjusting a noise reduction amount in accordance with a noise amount that occurs from an imaging system and while maintaining image quality.
At a pre-stage of a TV telephone image codec part 106, a filter part 10 is provided for appropriately reducing random noise included in an image outputted from a video signal processing circuit in accordance with an imaging environment condition. The filter part 10 is provided with a means for varying filter strength and is configured to receive strength change information from a control part 109 and make filter strength variable. For example, when temperature in a casing becomes the highest, the filter strength is made "strength 7" so as to greatly reduce random noise, and on the other hand, when the temperature is the lowest, the filter strength is made "strength 0" so as to make an input image pass through almost as it is.
