To provide a powder and granular material discharging device capable of smoothly discharging a powder and granular material from a bag even if the powder and granular material stored in the bag such as a flexible container bag is caked.

The powder and granular material discharging device is equipped with a device body 10 for suspending a bag 3 which stores the powder and granular material therein and has a discharging port of the powder and granular material, and a discharge promoting device 30 for promoting the discharge of the powder and granular material from the bag. The discharge promoting device is equipped with a bottom plate 35 which is located below the bag to move the powder and granular material in the bag upwardly and sidewise from its center side, and a working means 40 for working the bottom plate.
