To judge a power failure, and avoid multiples alarm signals are rushed into a monitoring center one time.
A power failure detect device 11 incorporates a power detect part 16 and an alarm control part 17. The power detect part 16 receives a power monitor input signals 10-1 to 10n and make judgment of the signals, then outputs the judgment to the alarm control part 17; if any input signal shows an abnormal power (intermittent), a judgment of abnormal condition of the power source, and if all signals show abnormal power (intermittent), judgment of power failure. In case of the abnormal power, the alarm control part 17 sends an ordinary signal to a monitoring center, but in case of the power failure, it either does not send any signal to the monitoring center, or sends controlled signal so that signals from multiple households be received by the monitoring center at different timing.
