PURPOSE: To realize a steering suitable for the steering condition by increasing an instruction control voltage gradually at the starting time of generating the assist force, and reducing it gradually at the finishing time of generating the assist force.
CONSTITUTION: A steering mechanism 1 having a torsion bar 9 is provided, and a rotary valve 16 connected to an oil pump 33 is provided between an input shaft and an output shaft. Object assist forces of the assist force obtained by rotating the rotary valve 16 in the twisting direction of the torsion bar 9, and the assist force in the reverse direction, are set, and a presser driving mechanism to drive a presser to make the assist force to the set value is provided. By controlling the pressure of the rotary valve 16, the steering force of a handle 13 is converted so as to reduce the burden of a driver in a wide scope of steering condition. Furthermore, in a centering control time, the assist force is increased at the assist force generating starting time, while the assist force is reduced at the assist force finishing time, so as to smooth the return operation of the handle 13.
