To insert and remove a package under a hot-line condition by converting external power supply into internal power supply, preventing rush current for lighting a light-emitting diode in case of some failure of the internal power supply, monitoring the failure of the internal power supply, and operating a photocoupler based on monitored output results.

This power supply circuit with package is provided with a power supply converting part 1 for converting input power supply, a rush current preventing circuit 2 for restricting initial current, a light-emitting diode 3 displaying the failure of voltage, a resistor 10 for restricting current, and a voltage monitoring circuit 5 monitoring the voltage. A driver 11 is operated based on monitored output results and a photocoupler 12 is driven to restrict the diode current of the photocoupler 12 with a resistor 13 and transistor current with a resistor 14. The photocoupler 15 is driven by the driver 11 to restrict the diode current of a photocoupler 15 with a resistor 16 and transistor current with resistors 17, 18. It is thus possible to reduce the influence on input power supply side when plug and play.
