To efficiently create an electric power supply-demand plan.SOLUTION: An electric power supply-demand planning device comprises: a similarity period calculation unit which extracts, as a similarity period, a past period corresponding to price history data similar to price forecast data or a past period corresponding to transaction history data similar to current transaction data; a flow network reduction unit which reduces redundant arcs and nodes of a flow network; and a formulation unit which formulates a problem for determining a state of a generator, output of the generator, and a transaction volume in a wholesale power market based on the flow network in which the redundant arcs and the nodes are reduced by the flow network reduction unit.SELECTED DRAWING: Figure 1
