A flat heating element 10 is composed by punching out a carbon graphite sheet 11 into a predetermined shape, bonding an insulating film 12 on both side surfaces of the sheet for sealing, and bonding the resultant sheet on the back side of a heat radiation plate 15 composed of an aluminum plate. The flat heating element 10 is bonded on the inside of a wall surface of a case 35 to obtain the heating cabinet. The inside of the case 35 is heated/preserved hot by energizing the carbon graphite sheet 11.
