PURPOSE: To treat a large-sized scrap material with a small-sized device into high-density blocks by entering the scrap material partially into a press position to press it vertically and horizontally, extruding the pressed part to be shorn and separated at an exit and repeating it.

CONSTITUTION: The scrap material M is moved by a pusher 20 from its tip into the main body 1. The part inserted into the main body 1 is pressed horizontally by a press A and pressed vertically by a press B. If necessary, these pressings are repeated to increase the block density. Thereafter, the part pressed by the pusher 20 is pushed out of an exit E of the main body 1. The scrap material M is shorn and separated by a shear C having a lower edge 9, an upper edge 8 at the exit E.
