To evade a scale trouble in the post stage of a flotation machine at low cost when removing unburned carbon in fly ash by using a wet flotation method.
A pretreatment device 21 in wet decarbonization of the fly ash includes: a slurry tank 2 for adding water to the fly ash and making it into slurry; an agitating and mixing device 22 for storing the slurry S1 supplied from the slurry tank while agitating and mixing it; and a supply device 3 for supplying the slurry S1' supplied from the agitating and mixing device or the slurry returned from the agitating and mixing device to the slurry tank and mixed with the slurry inside the slurry tank to a flotation device 11 for removing the unburned carbon in the fly ash. By agitating and mixing the slurry supplied to a forced agitator, stimulation to be the trigger of depositing plaster in the fly ash slurry S1 is given. Gypsum dihydrate is set to be a seed crystal so that calcium is stuck and grown around it, and the adhesion of the calcium is lowered.
