The surface glossiness of a paper 4 is measured by a sensor 1 after coloring material layers 3A, 3B and 3C are transferred to the paper 4. The measured surface glossiness is transmitted to control means. The control means controls an applied voltage applied by a thermal head 2 based on the surface glossiness transmitted by the sensor 1. Thereafter, the thermal head 2 controlled with the applied voltage transfers a surface coating agent layer 3D to the paper 4.
