To provide a printing plate and a printing device in which an image forming and an image erasing can be realized at a minimum cost in processing treatment.
The printing plate 10 which is writable and erasable comprises a carrier layer 11 located inside, used for mechanical stabilization, a dielectric function layer 12 located outside, used for printing ink transfer and a conductive surface element 13 which is provided between the carrier layer 11 and the function layer 12, formed specifically as an electrode. In order to change the surface energy of the function layer 12 according to a region, the voltage is applied to the surface element 13. Accordingly, in the dielectric function layer 12, a first region having an ink receiving property and a second region not having an ink receiving property can be formed in the printing plate according to the voltage applied onto the electricity-conducting surface element 13.
