PURPOSE: To facilitate the designation of the positions of the characters and the ruled lines that should be steadily displayed.

CONSTITUTION: An image reading part 1 reads the characters and the ruled lines which are written and should be displayed on a manuscript form of the same size as a form to be printed in a data input screen format as the image data for each square frame of the manuscript form and then outputs this image data. An image data analyzing part 2 analyzes the image data to identify them as the character data and the ruled line data, outputs the character data as they are, adds the codes according to the types of ruled lines in regard of the image data on the identified rule lines, shows the length of the ruled line in the numerical value of each square frame, and shows a start point in the numbers of rows and columns of the square frame where the ruled lines are drawn to output the point as the ruled line data with addition of a data identification code. Then a character code converting part 3 converts the character data into the character codes and outputs them with addition of the data identification code and the start point of the relevant character. These data are edited at a parameter editing part 4 and stored in a parameter library file 5.
