CONSTITUTION: A cylindrical inner layer heat-fusible film 11 and a cylindrical outer layer heat-fusible film 13 are arranged to the inside and outside of a cylindrical core material 12. Gas is sealed in the internal space of the arranged layer member 1 thus formed by arranging the respective layers in a concentric circular form and the arranged layer member 1 is covered with an expansion prescribing material 2 from the outside to be externally heated by a heating means 3. The respective layers of inner layer heat-fusible film 11/cylindrical core material 12/outer layer heat-fusible film 13 constituting the arranged layer member 1 are integrally laminated.
