To provide a method for mass-producing fine powdery carbon fiber suitable for non-aqueous secondary batteries contaminated with no continuous fiber.

This method for producing fine powdery carbon fiber comprises coarsely grinding process for grinding continuous carbon fiber, finely grinding process for grinding short fiber obtained from the preceding process, and ultra- finely grinding process for further grinding the short fiber finely ground in the preceding process; wherein the crude grinding is conducted using a grinder making use of breaking stress, the fine grinding is conducted using a second grinder making use of shear impact stress, and the ultra-fine grinding is conducted using a third grinder making use of impact frictional stress.
