A photosensitive printing plate material layer 3 is formed on a cushion layer 2 comprising rubber or a resin having cushion properties, a mask 4 having a gravure image is laminated or superposed on the surface of the photosensitive printing plate material layer 3 and the layer 3 is irradiated with UV ray through the mask 4. The mask 4 is then removed, gravure cells 5 are formed in the photosensitive printing plate material layer 3 by development, and a DLC film 6 is formed.
