To perform mass-production of a product having low polarization mode dispersion by alternately applying twist in (counter) clockwise direction to a fiber using a roller having a form alternately rolling the fiber in one direction and reverse direction on the surface of the roller when the fiber is drawn out from a preform.
A roller 15 is provided in a part 410 of a typical fiber-drawing out apparatus 40. When a fiber drawn out from a preform is brought into contact with the surface of the roller 15, such a rotating roller 15 is used that it has a shape capable of applying clockwise and counterclockwise alternative torque to fiber and an angle between a direction which is vertical to the roller face and a roller shaft is smaller than 90° in the first state of rotation and larger than 90° in the second state. The roller surface with which fiber is brought into contact is inclined according to rotation of the roller and passed through 0 and then changed in reverse direction. The change twists the fiber in reverse direction and a spin in the reverse direction is carved. Repeat of clockwise or counterclockwise twist decreases or removes mechanical twist from fiber.
