Rock wool is first subjected to a process just like paperamaking to form a wet mat. Secondly, the surface of the wet mat 2 is sprinkled with powder at ≥80°C. Thirdly, the resultant surface of the wet mat 2 is coated with a slurry 9. Fourthly, both the wet mat 2 and slurry 9 are dried. Thus, by raising the temperature of the water/moisture included in the wet mat 2 and slurry 9 with the powder followed by drying both the wet mat 2 and slurry 9, the temperature rise inside both the wet mat 2 and slurry 9 is ensured not to lag behind the temperature rise on the surface of the slurry 9. Therefore, the problem that the slurry begins to dry and harden, the surface hardens and a film is developed before the water/moisture inside the wet mat and slurry is warmed and evaporated, is solved.
