PURPOSE: To improve the punching and draw forming workability and to improve the battery performance by forming a water soluble polymer material film with a specific thickness containing anti-rusting agent on a metallic sealing plate material on one side of which a copper layer is formed.
CONSTITUTION: A copper or copper alloy layer is formed on one side of a metallic plate material, and on it a film with thickness of 10∼20μ of an aqueous polymer material such as polyvinylalcohol and/or carboxymethyl cellulose, which contains an anti-rusting agent comprising an alkyl amine salt such as N-alkyl β aminopropionate, is formed and it is punched and draw formed. Thus the punching and draw forming workability are improved, and the performance of an alkaline battery can be improved.
