To provide a propeller flying tool capable of producing a specific horizontal propulsion force by the whole propeller by inclining a rotating face of the propeller to the rotating shaft, and providing a specific rotating part of the propeller with a rotating speed or the torque different from that of the other rotating part.

An upper propeller 1 is inclined to the rotating shaft 18, and fixed (Fig. 10). A large pulse (Fig. 9) is supplied when the upper propeller 1 is inclined to left/front/right/back, and a smaller pulse is supplied in the other conditions. The horizontal propulsion force in inclining the upper propeller 1 to left/front/right/back is larger than the horizontal propulsion force in the other inclined conditions, and the propulsion force component in the horizontal direction of left/front/right/back is produced on the whole, whereby the propeller flying tool is moved along the horizontal direction of left/front/right/back.
