PURPOSE: To obtain a proportional flow control valve in which a valve is prevented from fixing on a valve seat freege of the water at a low temperature not higher than a specified temperature.

CONSTITUTION: An elastic body 12A is made of shape memory alloy. A holder 10 is separated from a valve 11 by a specified distance at a low temperature, while the valve 11 is pressed against the holder 10 with a specified load at a high temperature. The valve 11 is separated from the holder 10 by a specified distance at a temperature not higher than zero degree, so that the valve can be prevented from fixing on a valve seat due to freeze of the water.
