A protective cover has such a double structure that an inner member (3) having characteristics such as keeping warmth, ventilation, and protection can be recovered freely, using stops (7) such as a hook-and-loop fastener, etc., on the inside of an outer member (2) using a cloth material or a sheet material having waterproof characteristics. The cover has a holding member (6) which can keep this wound around a leg, and the lower part of the cover is provided with a frill (4) for preventing the inflow of rainwater, and a foot strap (5) for preventing its sliding up.
