The pseudo adhesive layer 9 is formed from an adhesive comprising water-based mixture, and is interposed between the surface label base material 7 and the backside label base material 8. The pseudo adhesive layer 9 further includes an adhesive layer 4 superposed on the backside of the backside label base material 8, and a release paper 2 tentatively stuck to the back layer side of the adhesive layer 4.
