To provide a puncture needle cartridge and a puncture device, for preventing reuse of a used lancet by a user and exposure of a puncture needle.
A lancet 204 constituting a puncture needle cartridge 105 has a first arm 209 and a second arm 210 which are elastically deformable, at positions different from each other in an axial direction. The puncture needle cartridge 105 takes the following states: a "first state" in which the tip of the first arm 209 is exposed from a puncture needle holder 201 and movement of a lancet body 203 is restricted; a "second state" in which the tip of the first arm 209 and the tip of the second arm 210 are housed in the puncture needle holder 201, and the lancet body 203 can be moved to the axial direction of the puncture needle 207; and a "third state" in which both the tip of the first arm 209 and the tip of the second arm 210 are exposed from the puncture needle holder 201 and movement of the lancet body 203 is restricted.
