PROBLEM TO BE SOLVED: To easily generate a packet which is used for the push-type service by giving a contents identifier or a category identifier, which identifies the contents identifier and the category to which the contents belong as to the packet.
SOLUTION: A contents ID giving part 3 gives a contents identifier to a packet to identify the contents of information stored in the packet. A distribution network 10 has a contents filter 1, which decides whether the packet to which the information contents are given should be distributed to a prescribed user terminal 8 in accordance with the contents identifier. The filter 1 includes a COI table, where the information on the contents identifier are registered in response to the destinations and passes a packet, when the contents identifier given to the packet matches with the contents identifier registered on the COI table via a pass/disuse controller. The COI table registers the information on the contents identifier according to the declaration of a user.
