To reduce the number of times of learning required to obtain a computer program that controls the configuration of a radio access network.SOLUTION: A radio access network control device according to the present invention includes a learning processing execution unit that updates a base station function allocation model that controls the positional relationship within the radio access network of each central unit (CU) and each distributed unit (DU) of each cell provided in the radio access network to be controlled, and a band allocation model that controls the frequency band of each slice so as to improve radio access network performance, and the learning processing execution unit updates the base station function allocation model on the basis of the performance result of the band allocation model and the performance index of the band allocation model, and updates the band allocation model on the basis of the base station function allocation model execution result and the performance of the base station function allocation model.SELECTED DRAWING: Figure 3
