To provide a radio base station capable of preventing its processing from being complicated due to reallocation processing of resources carried out for an efficient use of the resources.
A load measurement section 13 measures the processing load of a communication setting section 12 while the resource reallocation processing is executed and outputs a measured processing load value to a comparison section 16. The comparison section 16 compares the processing load value outputted from the load measurement section 13 with a threshold value stored in a threshold value storage section 14 and outputs the result of comparison to the communication setting section 12. A resource reallocation section 122 of the communication setting section 12 continuously carries out the discrimination as to whether the reallocation processing is to be continued or to be terminated on the basis of the result of comparison outputted from the comparison section 16.
