The radio communication network system 10 is provided with: a plurality of base stations 12A, 12B, 12C, 12D, which offer services in a frequency band by comprising service areas of the same frequency band mutually, and at the same time, being granted a service right; and a control station 11 which totally manages a plurality of the base stations. When the control station 10 gives the service right to one of any base stations 12A, 12B, 12C, 12D as a main service base station, it gives the service right to a base station which can offer services in parallel without causing interference with services offered by a base station and the other base station which is given the service right.
