In addition to a telephone number (an upper stage within a circle of each unit wattmeter T) to be ordinarily used for transmitting meter-reading data to a server device 1 or for receiving control data, a sub telephone number (lower stage) is set. The sub telephone number is constituted of lower four digits of a number, such as e.g., a serial number, which can be uniquely derived according to a prespecified calculation method based on specific data added to a machine body. Furthermore, the serial number is set as an additional telephone number, and transmitted within a message. A worker therefore can easily know the sub telephone number by watching a manufacture name plate or the like and can accurately designate terminal stations (unit wattmeters T) over the number of accommodations using sub telephone numbers.
