To provide a radio communication system and a radio wave radiation control method for reducing power consumption of entire base stations in the radio communication system and enabling a terminal to obtain a communication opportunity even without moving, while maintaining a configuration of the base stations and a plurality of terminals.

A radio communication system has a plurality of base stations radiating radio waves omnidirectionally, radio terminals communicating with the base stations, and a control device for controlling radio wave radiations from the base stations. The control device stops base stations, in a portion of the plurality of base stations during a time zone, when communication traffic is reduced to equal to or less than a prescribed volume, in the overall system or by prescribed area constituted of a plurality of base stations. Next, with a base station radiates radio waves farther than the normal radio wave radiation range, while changing the radiation direction. When a radio terminal receives radio waves from a base station, a data packet generated is transmitted spontaneously to the base station.
