To provide a radio controller for stably switching between the presence and the absence of an operation limit by accurately determining the reception level value, corresponding to distance with a communication opposite party, even if there are fading or multi-paths.
The radio controller is constituted so that a highest value among reception levels, measured during signal reception, is set as a selected value in a state in which no limit is placed on the function of a main body apparatus or no alarm is generated, and the lowest value among the reception levels measured during the signal reception is set as a selected value (S06), in a state in which a limit is placed on the function of the body apparatus or an alarm is generated. The radio controller executes functional limits, depending on the selected value.
