A radio packet communication system constituted of a plurality of terminals that belongs to an access point comprises: a transmission request transmission determining unit 1103 for determining that a transmission request is to be sent when there is a packet to be transmitted in a present terminal and there is no transmission from other terminals; a random number generating unit 305 for generating a random number when it is determined that the transmission request is to be sent; a transmission request transmitting unit 1105 which uses orthogonal resources to transmit a transmission request signal corresponding to the generated random number; a random number holding unit 1102 for holding the random number for the transmitted transmission request signal; a transmission request signal repeat unit 1201 for repeating an aggregation of transmission request signals corresponding to the random number, using resources orthogonal from the access point to the plurality of terminals; and a transmission possibility determining unit 1104 for determining whether the present terminal can perform transmission or not by referring to the random number holding unit based on the aggregation of the transmission request signals corresponding to the random number received using the orthogonal resources.
