A radio relay device 100 adjusts intensity of a radio wave of terminal radio communication according to the intensity of a radio wave of the wide radio communication received from a base station 60, and outputs the adjusted radio wave of the terminal radio communication. When the radio wave intensity of the wide radio communication is strong, the radio relay device 100 strengthens the radio wave intensity of the terminal radio communication, then outputs the strengthened radio wave of the terminal radio communication. On the other hand, when the radio wave intensity of the wide radio communication is weak, the radio relay device 100 weakens the radio wave intensity of the terminal radio communication, then outputs the weakened radio wave of the terminal radio communication.
