To reduce variation in interference on other cells by continuously allocating the same terminal to each resource block for preventing deterioration in characteristics such as throughput in other cells.
A base station 100 in wireless communication system compares metric values of all terminals computed with a metric value computing part 108 in an allocation terminal determiner 109 in order to determine an allocation terminal allocated to the particular resource block and to determine a threshold from the metric value of the allocation terminal at TTI having started allocation. The metric value computing part 108 computes the metric value of the allocation terminal for each TTI. The allocation terminal determiner 109 continuously allocates, when the metric value is equal to or larger than the threshold, the same allocation terminal for a plurality of TTI's without change of the allocation terminal to the resource block.
