To obtain a radio server which can securely deliver packets address to a mobile terminal even if the mobile terminal moves and a communication area is changed as a result.
The radio server 1 which establishes a communication with a mobile terminal 3 by using a radio communication passed through one of base radio equipment 2-n is equipped with a mobile terminal retrieval part which analyzes packets addressed to the mobile terminal 3 and retrieves the mobile terminals 3 according to the transmission destination address of the packets, a retrieval call transmission part which sends a retrieval call request including the transmission destination address, and a retrieval response reception part which receives a retrieval call response sent at the retrieval call request and determines the transmission destination of the packets according to the identification name of the base radio equipment 2-n included in the retrieval call response. Then the retrieval call request including the address that the mobile terminal 3 has is reported to all the base radio equipment 2-n and the packets addressed to the mobile terminal 3 are sent through a base radio equipment responding to the retrieval call request.
