In an S/P converting part 101a, transmitting data A are converted from serial data to parallel data, and the parallel data are outputted to a 16QAM mapping part 102 as data to be mapped to high-quality bits (S0, S1). In an S/P converting part 101b, transmitting data B are converted from serial data to parallel data, and the parallel data are outputted to the 16QAM mapping part 102 as data to be mapped to low-quality bits (S2, S3). In the 16QAM mapping part 102, the transmitting data A and B are respectively mapped to 16QAM signal point arrangements by Gray Coding. Thereafter, digital modulating processing is performed upon the transmitting data A and B and afterwards, the data are transmitted to a communicating party via an antenna 105.
