This radio wave absorber has such a structure that a conductor is fitted onto a surface opposite to the incident surface of electromagnetic wave in a single-layered magnetic layer. Values of the real part μ' and the imaginary part μ" of the complex specific permeability of the magnetic layer are made to satisfy the relation μ"≥mμ'-n (m: a real number of m>0; and n: a real number of n≥0) in the outside of the impedance mismatched region. In addition, in the wave absorber such a structure that a conductor is fitted onto a surface opposite to the incident surface of electromagnetic wave in a wave absorbing layer containing the magnetic layer, the values of the real part μ' and the imaginary part μ" of the complex specific permeability of the magnetic layer are made to satisfy the relation μ"≤mμ'-n (m: a real number of m>0; n: a real number of n≥0) in the outside of the impedance mismatched region.
