To adjust the rotation speed of mixers in accordance with the properties of a raw material.

One or more mixers 8 are disposed on the conveyance surface of a conveyance belt 4. The conveyance belt 4 conveys the raw material to be agitated and mixed in one direction along a conveyance line L. Each mixer 8 has a vertical shaft 9 and an agitation blade 10 attached to the lower end of the vertical shaft 9. The vertical shaft 9 is rotatively driven in one direction, and the agitation blade 10 is retained in the state facing the conveyance surface just above the conveyance belt 4 irrespectively of whether the rotation speed is high or low, and is rotated integrally with the vertical shaft 9 in a horizontal posture and agitates the raw material conveyed along the conveyance line L while kneading the same.
