A plurality of recessed measuring sections 11a and 11b are formed at positions nearly opposite to each other in parallel on an outer periphery. A rotary body 11 arranged almost horizontally and a cylindrical device body 12 on which the rotary body 11 slides along the outer peripheral face and which is housed rotatably are provided. In the device body 12, a raw material supply opening 12a which communicates with a raw material container 13 at an upper part for supplying a raw material to the measuring sections 11a and 11b when the measuring sections 11a and 11b come up, and a raw material discharge opening 12c for discharging the raw material from the measuring sections 11a and 11b when the measuring sections 11a and 11b come down are provided. The rotary body 11 is made to reciprocate horizontally. The measuring section 11a or 11b at the time it is not in use can be cleaned by a cleaning nozzle 15 arranged at a lower part.
