PURPOSE: To decrease the development/maintenance man-hours of a program since a record can be edited without grasping respective items.

CONSTITUTION: An input means 1-1 inputs a definition command, whose information is decomposed into a key work and a value and analyzed. A definition information control means 1-2 registers and administers the items of respective pieces of control information, the positions in the control information record, and information required to constitute the record such as the number of digits in a definition item information file. A definition item information read means 1-3 reads in the definition item information file 1-2 and stores it in a definition item information table. An administration information record generating means 1-4 collates the contents of the definition command obtained by the input means 1-1 with the definition item information table, generates a control information record with the information, and outputs it to an information control file 1-5.
