SOLUTION: When the battery of an exchange subject is thrown in, the vending machine 5 confirms a charging number of the thrown-in battery, judges whether it is possible or not to recycle the thrown-in battery based on the confirmed information of the number of charging, and when it is judged to be a reusable battery, a charging is carried out to the thrown-in battery.
