A U-shaped sectional structure 1 in which both side faces are composed of single-sided sound absorbing plates 2, in which sound absorbing surfaces are directed outwards, and base are constituted of a sound-insulating plate 3, is installed along the extension direction of the road or the railway in the upper opening section, and sound absorbing plates 5 are mounted on both interior wall surface of the opening section facing the sound absorbing surfaces of the single-sized sound absorbing plates 2.
