To generate a high-quality reduced image.SOLUTION: A reducing apparatus 1 includes: a frequency decomposition unit 10 which performs frequency band decomposition in a spatial direction until each frequency band becomes equal to or lower than a spatial resolution of a reduced image with respect to an original image, to generate a frequency band component; an encoding information extraction unit 13 which performs encoding processing on the reduced image to extract encoding information; a degeneration processing unit 14 which performs degeneration processing on the frequency band component using the encoding information to generate a degenerated frequency band component; a frequency reconfiguration unit 15 which performs frequency reconstruction on the degenerated frequency band component to generate a degenerated image of the same size as the original image; and a spatial resolution reduction unit 16 which generates a reduced image of the degenerated image. The degeneration processing unit 14 sets a degeneration rate of an encoding block position where a quantization parameter is equal to or larger than a threshold, in a frequency band exceeding a lowest frequency band and having a resolution equal to or lower than the spatial resolution of the reduced image, so as to become higher than a degeneration rate of the encoding block position where the quantization parameter is below the threshold.SELECTED DRAWING: Figure 1
