The program includes the steps of: mutually transmitting and receiving the information required for the estimation of the reform by a user side terminal and a reform providing company side server; analyzing the information received by the reform providing company by the analyzing device; transmitting the reform information based on the analysis to the user side terminal; conducting the reverse auction through a reverse auction server on the basis of the desired reform content of the user; and placing a mass order through the internet based on the result of the auction. The reform-ordering program includes the program stored in a memory device of the server at the reform providing company side.
